Dr. Rhee is an associate professor of finance at Towson University in Maryland. He holds a B.A. (Seoul National University), M.A and M.B.A (University of Rochester), and Ph.D. (University of Maryland) degrees specializing in finance and economics.

Dr. Rhee has held teaching/research and consulting positions at The World Bank, the National Bureau of Economic Research, the International Financial Corporation (IFC), Kyung Hee University, Ssangyong Securities, and the Korea Banking Institute. He has also served as consultant to Horan and Associates, a Charles Schwab financial advisory firm.

Dr. Rhee has published articles in the Journal of Banking and Finance, Personal Financial Planning, the NBER working paper series, and The World Bank working papers series.
